What is the reasoning or the location of the parking lot?
There is a premium to be paid for coastal living/ living in a rapidlyt changing environment. At the very least all new construction should be raised as you suggest. Older construction and historic structures are a virtual lost cause unless you have a lot of money. Lifting the building whole is probably the best option if structurally viable.
Consider all vehicles away from the dune. roadways will be undermined anyway and elevated roadways are too costly. Park away and elevated as much as possible.
Look into packaged or compost(cartridge) waste systems and consider them as new construction requirments.
